Technological Resources

With the aim of achieving the H.F.R.I. operational objectives for speed, credibility and transparency in Calls for Action, in their evaluation and management, an upgraded and user-friendly portal has already been developed for the submission of scholarship applications and research proposals (https://hfri.grnet.gr/).

An important innovation in the design of the new Portal is its personalized orientation and adaptation to user needs depending on the category they use to submit their proposal/application: PhD Candidate for Scholarship, Post-Doctoral Researcher, Faculty Member (DEP)/Researcher.

The following subsystems were concluded within 2018:

  • User Login / User Registration.
  • Submission of Scholarship Applications and Research Proposals.

Τhe Evaluation subsystem for submitted Scholarship Applications and Research Proposals was completed within 2019, while the subsystem of the H.F.R.I. Register of Certified Evaluators, in line with article 5(11) of Law 4419/2016, is under way.

Furthermore, an updated software program to support the increased needs of Financial Services was installed in a new support unit within 2019, created by H.F.R.I. Technical Services.

Scheduled for 2020:

  1. A. The expansion of H.F.R.I.’s IT system by incorporating two distinct subsystems:

Ι. Submission and management of objections.

  1. Management of funded scholarships / projects as to the financial and physical scope.

Above subsystems will be characterized by:

  1. Interconnection flexibility but also high extensibility. In particular, they will allow for full interconnection with existing systems of the Contracting Authority, such as: the Information System for submitting applications and action proposals, the electronic protocol, the register of evaluators and the evaluation system. Furthermore, they shall be able to support further subsystems or/and processes that may be required in the future, such as: the subsystem of screening statistical analyses, the electronic protocol and the accounting office software. Additionally, these will be interconnected with the IT systems of third parties, such as the GSRT for user certification, and other sources.
  2. Reliability, so that they can manage a large number of simultaneous users, exceeding 500, without delays or service interruptions.
  3. High-level configuration so that they can support variable requirements for each action. Distinct actions can be at least five (5).
  4. Compliance with all security requirements of the General Data Protection Regulation (GDPR), for all data (personal and non-personal) to be managed.
  5. Capability of producing any report without programming skill requirement.
  6. Interconnection compatibility and capability with all research project management systems of research centres and Universities. Otherwise, the Contractor is obligated to install and maintain corresponding systems there, at no additional cost.
  7. Capability of producing statistics through diagrams.
  8. Automated certification as to whether a document is digitally signed by acceptable certification or not, as well as automated user update.
  9. Ability to communicate through the system with implementation organizations via form.
  10. Data extraction in Excel form, where required.
  11. Automated process of printing reports
  12. Automated production tools for reports and statistics through the application.

Β. The installation of an Electronic Protocol System, Electronic Document Management & Digital Signage, and of computer maintenance.

The System will meet the management and circulation requirements of all documents (incoming and outgoing) produced or received by employees, H.F.R.I. services as well as all external agencies/organizations, for their complete life-cycle, and shall have thirty-five (35) usage permissions. The system shall meet relevant requirements holistically and universally in relation to all operations and actions pertaining to the receipt, management, creation, handling, approval / signing and filing of documents, in line with the regulatory and institutional framework in force. On a higher level, the logical organization of documents and the actions performed on them, should identify a number of information management and handling processes within the organization, to be organized in subjects/cases. The software will be installed centrally, on the computer and network equipment of H.F.R.I.

The System will support all common types of documents (incoming, outgoing, draft, internal mail, etc.) as specified in the Public Agency Communication Code (KEDY) and the broader institutional and regulatory framework, for the management and circulation of all kinds of documents by public organizations in Greece and the EU. It shall be able to manage documents according to type, in each phase of their life-cycle and fully support, by minimum, the following key functions:

(a) Management and circulation of incoming documents,

(b) Management and circulation of outgoing documents,

(c) Creation, signage and circulation of draft documents,

(d) Creation and forwarding of documents circulating within the organization,

(e) Case management,

(f) System management capabilities,

(g) Cumulative data extraction of document and report circulation.

This system will not only have full interoperability or/and compatibility with all Organization information systems, but also with critical Information Systems, as well as Information Technology and Communication infrastructures (TPE) of the Greek State, such as:

  • e-government Portal ERMIS,
  • Web Portal DIAVGEIA,
  • The National System of Electronic Public Contracts (ESIDIS) / Central Electronic Register of Public Contracts (KIMDIS),

as well as supporting the exchange of documents with third-party systems through the European infrastructure of eDelivery.

Additionally, it is expected that the technical unit will be extended so as to support this system.
