Evaluation-Registry

 

The evaluation of research proposals/applications is conducted in line with article 5 of Law 4429/2016 as in force, Internal Regulation provisions:

  • The submission and evaluation of proposals takes place through the Foundation’s Web Portal.
  • The evaluation is carried out by an evaluator committee (5-20 members) which can be assisted by one or more independent experts.
  • Said independent experts and evaluation committee members are drawn from the H.F.R.I. Certified Evaluator Register and until this is established, from the Certified Evaluator Register of article 27 of Law 4310/2014 (A΄ 258), and meet the qualifications required in relation to the object of the proposal to be evaluated.
  • The Committee is appointed by the Scientific Council following the proposal of the Advisory Committee (AC).
  • ACs propose at least double the required number of experts to the Scientific Council, in order to form the evaluation committee for proposals.
  • Evaluation results are circulated to candidates immediately, through a personalized report and a substantiated evaluation decision.
  • The candidate has the right to lodge an objection, on decision legality grounds, within a deadline of ten (10) days.
  • The objections committee consists of three (3) members drawn from the H.F.R.I. Certified Evaluator Register and until this is established, from the Certified Evaluator Register of article 27 of Law 4310/2014 (A΄ 258).
  • The committee’s decision is communicated to the Director of the Foundation and announced to the interested party.
  • Following the evaluation of proposals, the Foundation Director issues the funding award decision.
  • Said decision is an enforceable administrative act and is subject to an application for annulment before the Administrative Court of Appeal.
  • The entire process is governed by strict rules of confidentiality and conflict of interest, binding to all parties involved.

 

Advisory Committee (AC)

Each member of the Foundation Scientific Council is assisted in their task by the Advisory Committee (AC), consisting of five (5) renowned scientists, specializing in the thematic area they survey. The chairman of the respective thematic TAC (Three-member Advisory Committee) participates to the AC automatically, with the TAC Vice-chairman as their alternate.

In order to form the AC, the Foundation Advisory Committee proposes double the number of members to the Minister, originating from NCRI (National Council for Research and Innovation) or the respective thematic TAC. The AC formation act is issued by the Minister. The one (1) SC member is automatically AC coordinator, by whose initiative ACs convene at least two (2) times a year. The term of office for AC members is annual with the possibility of renewal. During their term of office AC members are subject to incompatibilities.

For the evaluation of proposals in each call, ACs are convened in compulsory within fifteen (15) days from proposal submission deadline, so that they may submit a proposal to the Scientific Council within an exclusive deadline of thirty (30) days since having convened, of at least double the required number of experts in order to form the evaluation committee for proposals. Should any ACs not submit the list of candidate experts for any reason, their selection is carried out by the SC.

Acts regarding the selection, appointment, offsite travel and remuneration of experts and committee members, are published and posted on ‘Diavgeia’ Program immediately after evaluations have been processed and concluded.

 

 

H.F.R.I. Registry of Certified Evaluators & Experts

For the evaluation of proposals, the examination of objections and the audit of Foundation funded actions, a Registry of Certified Evaluators – Experts is being created, of acclaimed scientists, from which independent experts, expert and objection committee members are drawn, as well as auditors of funded projects.

The determination of formal and substantive qualifications, and the certification of Register members is carried out by a five-member committee, formed under the Minister’s decision, consisting of three (3) Advisory Committee members and two (2) Foundation Scientific Council members.

Appointment of Evaluation Committees and Appointment of Independent Experts

The results of the evaluation as well as the acts concerning the selection, the appointment, the off-site travel and the remuneration of the experts and the members of the Evaluation Committees are published and posted in the Transparency Program immediately after the completion and completion of the evaluation process according to par. 6 of article 5 of Law 4429/2016.
